Submitted to the United Nations, Human Rights Organizations, and Ms. Patricia Haslach, the United States Ambassador to Laos in Vientiane
On October 30, 2004, Deputy Prime Minister Boungnang Vorachith ordered a group of 500 military troops mixed with Vietnamese and Pathet Lao to carry on heavy military attacks against and surround us CIA veterans and our women and children. The LPDR military troops came from three different regions to chase, hunt, and kill us:
1. This first group came from Xieng Khouang Province, and they have been chasing, hunting, and killing us who are trapped at Muang Xang, Bolikhamxay Province. 2. The second group came within Bolikhamxay Province to chase, hunt, and kill us who are currently hiding at Muang Nam Xang, Bolikhamxay Province. 3. This group came from Vietnam and they are Vietnamese troops. They crossed the border of Laos and Vietnam to hunt and ambush those of us who are currently hiding at Nam Xang, Bolikhamxay Prvince.
Since October 30, 2004 to December 3, 2004, 24 people were killed by the LPDR and Vietnamese troops; 10 were captured; and 31 died from starvation. The LPDR and Vietnamese military forces are surrounding us, and we have no place to hide and no food to feed the women and children. The LPDR government again vowed to exterminate us, including Hmong, Khmu and other minority who are still hiding in the jungles, to the roots. Therefore, I am requesting and urging the United Nations and Human Rights Organizations to immediately intervene and investigate the LPDR and Vietnamese military mobilizations and activities against us in Bolikhamxay Province and other regions in the country of Laos. I am asking the United Nations, Human Rights Organizations, and the United States Ambassador to Laos to pressure the LPDR government to stop his military movements and activities against us and tell him to immediately stop chasing, hunting, and killing us who are trapped and hiding in the jungles. We are pleading to please intervene and take us to America, so we will be safe and secured.
