I am reporting to you that we have recently found out the LPDR military forces who captured, rapped, and murdered the five teenagers on May 19, 2004 at Xay Somboun Special Zone.  The following is the detailed information:

The LPDR military troops who captured, rapped, and murdered the five Hmong teenagers are from Battalion
7 28 stationed at Nam Chak.  The Commander of this battalion is Bounkoe, and the Assistant Commander is Koeta.  These two commanders are the ones who led 40 troops to capture, rape, and murder the five Hmong teenagers on May 19, 2004 in Xay Somboun Special Zone.

Therefore, it is important that you know and have this information.

On November 28, 2004, I received a report from a reliable source in Xieng Khouang.  He reported that the governor of Xieng Khouang Province announced and ordered 300 LPDR troops with tanks to exterminate the United States veterans and families in the jungles to the roots. This military activity must be happening right after the ASEAN meeting held in Vientiane, Laos.  Therefore, I am reporting to you. So you are aware of the present LPDR military movement and activities in Xay Somboun Special Zone.  I am hoping that you will consider our urgent request.  I respectfully urge you to immediately intervene and rescue our lives.  Otherwise we all will be killed in the jungles because we have no food to eat and no place to hide.

I am reporting the current situation to you as follow:
1. On November 27, 2004, a LPDR helicopter has been bringing military supplies two times per day to the LPDR military encampments at Tham Ter Oon, Tham Lek, Pha Sie, Hin Tan, and Hoy Pa.
2. The LPDR military forces at these encampments continuously chase, hunt, and kill us, and our women and children have no place to hide.
3. The military forces from Nam Kamak are presently establishing a military encampment at Phou La Phao.  They are presently chasing, hunting, and killing us at every location where we are hiding.  On November 28, 2004, Mr. Wa Pao Thao reported that his group at Tin Boon was ambushed by LPDR military forces and killed four of his men: 1) Fong Her, 2) Sinkeo, 3) Moua Vang, and 4) Moua Lee.
4. The LPDR military forces are firing 130 mm and 120 mm to everywhere including the locations where we are presently hiding.  We now have no place to hide.
   Therefore, I am reporting to you our present living conditions and the increase of LPDR military activities in the areas where are hiding.
