I am Pa Houa Lee, the representative of the CIA Lao veterans and their families and children who are still trapped in the jungles and mountains of Laos at Bang Hoy Nam Mak and Phou Na Nouan, Bolikhamxay Province.  I would like to report the LPDR military mobilization and heavy attack against us in Bolikhamxay Province, Laos since October 29, 2004 to the U.S. Ambassador to Laos, George Bush the President of the United States, the United Nations Secretary of General Koffi Ana, and human rights organizations.  There are four groups of LPDR military forces surrounding us.

Group number 1, which is known as group Pachai, is located at Mouang Mork; group number 2, which is known as group 14, is located at Na Qhoua; group number 3, which is known as group 0D7D
117, is located at Mouang Nga and Thathom; and group number 4, which is known as group 1615, is located at Sixamarn.  The military forces, who are surrounding and heavily attacking us families and children at Bang Hoy Nam Mak and Phou Na Nouan, are made up of local law enforcement and militias and led by Wa Tou Yang from Xieng Khouang Province.  They fire mortars and rockets to us in the jungles every day and night. We keep moving from one location to another and have no way out to search for food. 

Therefore, I am requesting and urging the U.S. Ambassador and all the NGO and human rights organizations to immediately intervene and save us families and children at the locations mentioned above.  I am urging you to intervene and provide us the following:
1. I am requesting every NGO and government agencies to urge the LPDR government to immediately withdraw its military forces out of the locations where the U.S. Secret War veterans and our families currently are;
2. I am requesting every NGO and government agencies to rescue and save our lives from being hunted and killed by the LPDR military forces; and
3. I am requesting every NGO and government agencies to provide us humanitarian aids, such as food and medical supplies.  The LPDR military forces are using food sources in the jungles as a means of weapon against us, and this has never happened before.  We can not go out to search food any more.  My people are dying from starvation.  Therefore, I am requesting you to immediately intervene the killing of us U.S. Secret War veterans and our families in Laos.

If all the NGO and government agencies still not believe that such killing is happening to us U.S. Secret War veterans and our families in the jungles and mountains of Laos and/or the LPDR government still continues denying such allegations of killing, I urge the United Nations to establish a fact finding delegation team to enter the various regions where us veterans and families are.  If you fact finding delegation team still can not find any evidence of LPDR military encampments and their paths into the jungles surrounding, hunting, and killing us, I am willing to be pleaded guilty and imprisoned on behalf of my people.

I am Chong Cha Lee.  I want to address this to Ruhi and Misha.  I want to let you two know that the situation we are in is a lot worst than when you came.  The Lao soldiers had began heavy assault against us since the 29th of November.  I want to let you know that we had move away from the area you visited.  If you would remember we mentioned to you that if the they know you've visited us then it will be very difficult for us to further gather food.  That's exactly what's happening to us right now.  They are guarding our food sources and also surrounding us.  They are suspecting that the outsiders will return to further bring our plight to the world so they are patrolling and trying to get to us as much as possible.  Because we are pleading for humanitarian rescue so they are trying to kill us all before you could get to us.  By that time we will all be dead leaving the empty jungle by itself.  As of right now we are being surrounded by the Lao soldiers, we cannot access the palm husk nor any of the yams therefore we are trying to eat anything such as bamboo shoes and eatable leaves for our survival.  So what do you have to say to us?  Please take our plight to every humanitarian organizations in the world and ask them to come save us.  The reason we are trapped here in the jungle was because the Pathet Lao violate the peace treaty, murdered the King and his family, high ranking officials and other military leaders.  As for us, our parents were afraid of the persecution, deciding if they are going to die today they would prefer dying tomorrow, therefore they took us to the jungle and had been here since.  We have no intention to fight and overthrow the Lao government.  We just want peace, freedom and the human right for all of us.  So please take our plight to the United Nations and the international community that we desperately need your help.  Since you two were the outsiders to witness our existence and struggle for survival here please take our plight to the responsible organizations and ask them to intervene as soon as possible or else we will all be dead.  I am Chong Cha Lee.
