desperate victims.  Leaders in the Phu Bia region and others declared they have no political agenda to fight or overthrown the communist Lao PDR government, nor are they advocating for a "Hmong state" as some Hmong individuals in exile propagated.  They are the last remnant of the U.S. Special Guerilla Units (SGU) who was recruited by the U.S. government to deter North Vietnamese forces from coming into Laos.   They are there as a result of the communist retribution for their loyalty and services to the United States' government during the Secret War in Laos. 

The Fact Finding Commission is dedicated to exposing the plight of the veterans of the U.S. Secret War who have hid in the mountains and jungles of Laos for the past thirty years to escape the retribution of the communist Lao government for their loyalty services to the United States during the U.S. Secret War in Southeast Asia.
