Buildup of Vietnamese Military Forces in Laos
Over 700 Killed in Bolikamxay Province

Laos (FFC) Since February of this year two divisions of Vietnamese Army forces have entered Laos and spread across the northern provinces, according to sources within Southeast Asia.  These Vietnamese forces have joined up with LPDR army troops to bolster defenses against rumored threats of internal dissatisfaction with the LPDR government.  In the wake of this buildup numerous military attacks against pro-democracy resistance groups have taken place.  Reportedly 739 people have been killed, 615 injured, and 414 captured in skirmishes in the northern region          of Bolikamxay Province.
Reliable sources report since February of 2003 two Divisions of Vietnames military troops have entered Laos.  One division passed through Xiangkhoang Province along Highway 7 to Udom Say and Moung Hom.  The other division passed through La Xao in Bolikamxay Province along Highway 13.
Vietnamese military joined with LPDR divisions, #335 and #4 at Lang Khaiain Xiengkhouan Province March 22nd  thru March 30th.  It is reported Defense Minister  Dovangchay Phichit gave a speech to these soldiers on March 28th.  Later they moved from area.  These troops are reportedly headquartered at Paksa in La 6.
It is also reported there are two divisions of combined Vietnamese and LPDR military forces at Vientiane under the command of Vietnamese officers.  In addition many  Vietnamese "construction workers" believed to be army soldiers are stationed in Vientiane.
Other reports indicate there are 500 troops at Mouang Jam; 500 troops at Long Cheng, and 500 troops at Sam Tong.
In a recent report from Bolikamxay 29 people were killed, and 64 captured between April 28, 2003 and May 11, 2003.

Prior to this report since January 29, 2003, 710 people including women, men , and children, were killed.  More than 500 people were wounded.  35 of those wounded are still suffering.  Reportedly 350 had surrendered.  There have been no reports as to the condition of those that surrendered.There are still 2350 in the jungle.
In late 1975 this group of Secret War Veterans and their families, totaling 70,000 people, fled to the jungles of Laos to escape the retribution of the communists for their pro-American role in the War in Southeast Asia.   In December 2001 the Fact Finding Commission spoke to Kham Koie Sanasery, the leader of this group.  At that time there were 7000 people still living with him in the jungles of Bolikhamxay Province.   As of this latest report there are only 2350 people left.  Over the last 28 years the LPDR government has killed 96% of this group of U.S. Secret War Veterans and their families.
          In 1975 the LPDR vowed to eliminate "to the root" those pro-democracy forces that fought for the United States in Secret War in Laos.  Today they have almost succeeded in carrying out that retribution.  The people in the jungle cry out for help.  No one seems to be listening
